The IPPO Council Presidency consists of one President and six Vice-Presidents representing the six regional groups, but they must be members of non-governmental organizations holding special consultative status with the United Nations Economic and Social Council. The first Council was nominated and formed by Mr. Guowei CUI, the founder of IPPO, for a term of four years. The President performs the following duties:

• Responsible for the organizational structure development and the improvement of rules and regulations of IPPO;

• Presiding over Council meetings;

• Proposing candidates for special procedure mandates and expert mechanisms, to be appointed by the Council;

• Appointing experts to serve in investigative bodies; this is achieved through ad hoc consultations and outreach with various stakeholders to identify highly qualified and impartial candidates;

• Receiving and responding to correspondence from permanent missions and other actors; and

• Building awareness and trust in the IPPO Council through outreach and diplomacy.

Starting from the second term, the seven members of the IPPO Council are directly and indirectly elected by a majority of all IPPO non-governmental organization members. Elections are held annually. Seats are allocated fairly among all members, according to the regions of Asia, Africa, North America, South America, Europe, and Oceania, with two-sevenths of the members being renewed each year. The term of each member of the IPPO Council does not exceed two terms. There is no restriction on consecutive membership. As of November 2025, 76 IPPO members have obtained consultative status with the United Nations Economic and Social Council.
