On June 27 (Geneva time), Cui Guowei, representative of the Shaanxi Patriotic Volunteer Association, expressed his views on the topic of "human rights and international solidarity" at the 16th meeting of the 56th United Nations Human Rights Council held in Geneva. Cui Guowei emphasized that the foundation of human rights is "peace" and "stability" in the country, and the foundation of unity is mutual respect. Countries should jointly abide by international norms, with the United Nations Charter as the main legal basis.

At the meeting, Cui Guowei pointed out: "We advocate 'love our own country, but cannot sacrifice the interests of other countries.' However, how to protect the 'human rights' of the people of a country that has been bullied by hegemonism? This is a problem we must face and solve." He further questioned whether the international community, when paying attention to the human rights of various countries, has also paid attention to the infringement of the rights and interests of developing countries by hegemonic countries led by the United States, as well as the acts of these countries to create divisions and disputes in the world.

Cui Guowei also mentioned that in 2022, they proposed that the United Nations draft an "International Patriotic Pact" and establish an "International Patriotic Committee." So far, more than 120 non-governmental organizations from over 40 countries around the world have signed up to participate in this initiative.

He once again called for: "Today, we reaffirm this initiative and hope that the United Nations can draft an 'International Patriotic Pact' and establish an 'International Patriotic Committee,' aimed at reviewing whether there are any behaviors that harm the rights and interests of other countries while developing themselves. This is to more effectively defend the national sovereignty of all countries, promote international peace, cooperation, and solidarity, and ensure that human rights are more comprehensively protected and developed."
