—— A Mobilization Order for Global Civil Society: Breaking Barriers, Reshaping International Peace and Justice
Amidst escalating geopolitical games, rampant unilateralism, and hegemonic acts, the traditional international order is facing an unprecedented crisis of confidence. Faced with the failure of global governance and the widening development gap, the traditional international governance system alone can no longer break the deadlock. Global civil society organizations, rooted in the broadest grassroots society and representing the most extensive civil forces, should play the role of civil leaders and bravely shoulder historical responsibilities.
Following the official deliberation and adoption of the "International Patriotic Pact" at the United Nations Office at Geneva and its opening for global signature, the International Patriotic Pact Organization (hereinafter referred to as "IPPO") has laid a legal and moral foundation. Now, driven by the joint efforts of global co-initiators, IPPO is committed to moving from "legislation" to "enforcement," and from "initiative" to "action."

After repeated communication and approval from the Office of the Director-General of the United Nations Office at Nairobi, we hereby solemnly announce that the 2026 IPPO Autumn Forum will be held in Nairobi, Kenya. The core mission of this forum is to mobilize the forces of global civil society to continue the exploratory practice of the "nation's rights to development review mechanism" led by global civil society, declaring to the world that the people are the greatest beneficiaries of national development, have the right to supervise the development of their countries, and that global citizens have the right to judge the justice of the world.

II. Forum Background and Mission of the Times
Currently, international relations are increasingly chaotic. The old order dominated by a few countries often uses the "right to development" as a political chip, trapping the vast number of developing countries in a dilemma of "being governed." This injustice is not only reflected in macro international games but also hidden in the micro barriers to participation. In past forums, although many representatives of civil society organizations from Global South countries were full of enthusiasm, they were repeatedly blocked from the venue by various invisible barriers and could not truly participate in this profound dialogue concerning the destiny of mankind.
True global governance should not have insurmountable thresholds. To completely break this exclusion in terms of geography, system, and cognition, and to allow Global South countries and grassroots civil society to truly and equally participate in the construction of the international order, this forum is specially held in Nairobi, Kenya. We firmly believe that global civil society must become the "ballast stone" of the international order, and Nairobi is the best home for the convergence and voicing of civil society in the Global South.
Against this background, IPPO, referring to the rigorous process of international conventions, has completed the formulation and signing of the "International Patriotic Pact," establishing the core principles of "Loving one's own country without harming other nations' interests" and "the nation's rights to development as the foundation of human rights protection." At this Nairobi Forum, we will officially open the signing of the "International Patriotic Pact" and promote the exploratory practice of the "nation's rights to development review mechanism." This is an independent review platform jointly initiated, designed, and implemented by global non-governmental organizations, volunteer associations, and civil think tanks. It does not rely on any power politics but is based on the perspective of civil society to objectively evaluate and review the development status of various countries. This is an attempt by global civil society to use institutional means to "bottom-up" judge, correct, and reshape the international order.
