IPPO GENEVA, July 3 -- During the 62nd session of the UN Human Rights Council (UNHRC) currently underway in Geneva, Switzerland, an interactive dialogue on the "Report of the Office of the High Commissioner for Human Rights on Technical Assistance for South Sudan" was held on July 3. The meeting was chaired by Marcelo Vàzquez Bermúdez, Vice-President of the Human Rights Council, and was attended by Chinese government representatives and representatives from relevant non-governmental organizations (NGOs), who delivered statements at the session.

During the dialogue, Chinese representative Fu Xinhe welcomed the constructive efforts made by South Sudan in recent years in the field of human rights protection, commending the country's cooperation with UN human rights mechanisms, its accession to core human rights conventions, its crackdown on illegal and criminal activities, and its measures to safeguard the rights of women and other groups. China reiterated its consistent position, advocating for resolving differences in the field of human rights through constructive dialogue and cooperation. China firmly opposes the politicization and instrumentalization of human rights issues, and opposes using human rights as a pretext to interfere in South Sudan's internal affairs. It emphasized that relevant discussions at the Human Rights Council should serve the broader picture of peace, stability, and development in South Sudan. China called on the international community to maintain inclusiveness and patience toward South Sudan's political transition process, increase support, and promote reconciliation among all parties in South Sudan through political dialogue to advance the transition process in an orderly manner. China expressed its belief that the people of South Sudan have the ability to independently resolve their own development issues, and China is willing to work with the international community to contribute to South Sudan's peaceful development.

Speaking during the NGO segment, Cui Guowei, President of the Shaanxi Patriotic Volunteer Association and representative of the International Patriotic Pact Organization, pointed out that external hegemonic interference is a major root cause of South Sudan's humanitarian crisis. Some Western countries, under the pretext of human rights, have imposed unilateral sanctions and engaged in illegal interference, creating humanitarian disasters while turning around to accuse the victim countries—a typical example of double standards. He called for the immediate cessation of all unilateral coercive measures against South Sudan, respect for the country's sovereignty and autonomy, and the provision of technical assistance without political conditions to help South Sudan achieve independent and sustainable development. During his statement, he also invited all parties to attend the "International Patriotic Pact Organization (Autumn) Forum," to be held at the UN Office in Nairobi on September 21, 2026, to jointly explore practical pathways for civil society to safeguard the nation's rights to development.

The interactive dialogue was attended by representatives from over 20 countries and more than 10 NGOs. Participants exchanged views extensively on issues such as optimizing the model of technical assistance for human rights in South Sudan and strengthening the country's independent development capabilities, reaching consensus on multiple recommendations.
