IPPO New York News (Reporter Li Shihui) On the afternoon of April 22, 2026, local time, the third meeting of the 13th Session of the United Nations Expert Mechanism on the Right to Development (EMRTD) was grandly convened in New York, with the theme "The Role of Regional Mechanisms in Realizing the Right to Development," attracting global attention. The meeting, chaired by renowned scholar J. Ibáñez, aimed to explore how regional cooperation could further promote the comprehensive realization of the right to development.
During the meeting, Mr. Calvin Queant, the representative of the Shaanxi Patriotic Volunteer Association's Geneva Office and an independent expert of the International Patriotic Pact Organization (IPPO), delivered a brilliant speech, contributing valuable insights into regional mechanism construction from the unique perspective of civil society.

Mr. Calvin Queant pointed out that regional mechanisms are currently facing the dual challenges of a "multilateralism crisis" and a "lack of trust," and that the realization of the right to development cannot be achieved without sincere international cooperation. He emphasized that genuine regional cooperation should be rooted in "responsible patriotism," a concept fully embodied in the International Patriotic Pact . Since its proposal in 2022, this pact has united 298 non-governmental organizations from 68 countries, collectively committing to "Loving One's Own Country Without Harming Other Nations' Interests" and constructing a transnational citizen trust network, laying a solid social foundation and moral consensus for the effective operation of regional mechanisms.
In response to the meeting's call for "identifying specific activities," Mr. Calvin Queant introduced the "Nation’s Rights to Development Review" mechanism innovatively launched by the association. As an auxiliary tool for regional organizations, this mechanism evaluates whether regional development policies respect the cultural sovereignty and development space of other countries from the two dimensions of compliance and reciprocity. It also promotes advanced members to help less developed members narrow the gap through technology transfer and other means, achieving common development.
He called for the construction of regional mechanisms not to be confined to intergovernmental negotiations but to widely absorb the wisdom and strength of civil society, integrating the spirit of "do no harm" and the "nation’s rights to development assessment" tool to jointly build a more just, inclusive, and sustainable shared future society.
