Representatives from the Shaanxi Patriotic Volunteer Association and the International Patriotic Pact Organization (IPPO) actively participated in four key sessions during the conference, sharing insights on artificial intelligence (AI) applications, the role of regional mechanisms, the refinement of the Draft International Covenant on the Right to Development, and the participation and inclusion of migrants, contributing Chinese civil society's wisdom and strength.

During the second meeting themed "Artificial Intelligence, Cultural Rights, and the Right to Development" held on the morning of April 22, Cui Guowei, founder of the Shaanxi Patriotic Volunteer Association and IPPO, delivered a speech via video conference. He pointed out that AI is profoundly transforming development models and cultural preservation methods, but if not managed properly, it could lead to cultural convergence and the plundering of data resources, infringing upon cultural rights and the right to development. Cui called for the establishment of a global AI governance framework based on a "new type of international patriotism," ensuring that technologically advanced countries help developing countries bridge the digital divide and achieve equitable benefit-sharing through the "nation’s rights to development review" mechanism.

In the afternoon of the same day, the third meeting focused on "The Role of Regional Mechanisms in Realizing the Right to Development." Mr. Calvin Queant, the representative of the Shaanxi Patriotic Volunteer Association's Geneva Office and an independent expert of IPPO, highlighted the dual challenges of a multilateralism crisis and a lack of trust faced by regional mechanisms. He emphasized that genuine regional cooperation should be rooted in "responsible patriotism." He introduced the association's innovative "nation’s rights to development review" mechanism, stressing its role as an auxiliary tool for regional organizations to assess whether regional development policies respect the cultural sovereignty and development space of other countries, fostering common development.

On the morning of April 23, the fourth meeting centered on an interactive chapter-by-chapter discussion of the Draft International Covenant on the Right to Development. Mr. Cui Guowei spoke again, highly praising the draft's provisions prohibiting coercive measures and unilateral sanctions and requiring prior impact assessments of development policies. He also pointed out a critical implementation gap in the draft and proposed introducing the "nation’s rights to development review" as an implementation tool. Through a peer review panel, national impact assessments could be objectively reviewed to ensure that countries' development policies do not harm the interests of others, transforming the right to development from principles into a global governance system.

Focusing on Migrant Rights Protection, Advocating Inclusive Development

In the afternoon of the same day, the fifth meeting was themed "Participation, Inclusion, and the Right to Development of Migrants in Countries of Destination." Ms. Renata Penchova, a member of IPPO from North Macedonia and a representative of the Shaanxi Patriotic Volunteer Association, emphasized that migrants are often "instrumentalized" as cheap labor or security threats, violating the commitment in the Declaration on the Right to Development that all peoples have the right to well-being. She proposed two recommendations: first, incorporating the principle of "Loving One's Own Country Without Harming Other Nations' Interests" into migration policies; second, adopting the "nation’s rights to development review" mechanism to assess the external effects of national development policies under the framework of the Global Compact for Safe, Orderly, and Regular Migration (GCM), providing a new perspective for policy formulation.
