On April 1, 2026, 2026 International Patriotic Pact Organization (IPPO) Spring Forum was successfully held at the Palais des Nations in Geneva, attracting heads of non-governmental organizations from 17 countries, representatives from the co-initiators of the International Patriotic Pact, and leaders of international organizations. They gathered to discuss pertinent issues such as the International Patriotic Pact, nation’s rights to development, human rights protection, and international cooperation. Themed "The International Patriotic Pact and Nation’s Rights to Development: shaping an International New Order," the forum aimed to promote global advocacy for the International Patriotic Pact and nation’s rights to development, foster international cooperation among non-governmental organizations, advance global sustainable development, and construct a more just, inclusive, sovereign-respecting international order committed to peace and development.

The forum commenced with a solemn minute of silence, during which all attendees paid tribute to heroes and pioneers from their countries who had sacrificed their lives for peace, development, and stability. Subsequently, Mr. Cui Guowei, President of the IPPO, delivered an opening address. He emphasized, "In today's complex and ever-changing world, countries must transcend zero-sum thinking and achieve common development through international cooperation. Loving One's Own Country Without Harming Other Nations’ Interests entails actively promoting a review mechanism for nation’s rights to development, ensuring that every country can pursue development in a peaceful and stable environment."

During the forum, numerous international experts delivered insightful reports centered on the themes of the International Patriotic Pact, nation’s rights to development, and human rights protection. Prof. Dr. Hans Köchler, Chairperson of this year's forum and founder of the Austrian International Progress Organization, delivered a keynote speech that profoundly analyzed the severe challenges confronting global peace and development. He underscored the inseparability of nation’s rights to development and the right to peace, as well as their foundational status within the international legal framework. In his remarks, he repeatedly criticized US hegemonic behavior, urging countries to transcend unilateralism, prioritize the common interests of humanity, safeguard development and peace rights through international cooperation and collective action, and acknowledged the significant role of the International Patriotic Pact Organization in advancing this objective.

Professor Qin Qiang, Head of IPPO Think Tank and a faculty member at the School of Law, Shandong University, provided an in-depth explanation of the legal connotations of nation’s rights to development during the forum. He stated, "Nation’s rights to development are not only the right of sovereign states to autonomously choose their development paths but also the material foundation for safeguarding citizens' basic rights. Only when a country enjoys a stable development environment can it provide sustained investment in people's livelihood areas such as education, healthcare, and employment, thereby transforming human rights protections from legal provisions into reality."

The forum also delved into the pivotal role of international cooperation in driving reforms in the global governance system. Calvin Queant, a Swiss expert in global governance and human rights research, emphasized the central role of nation’s rights to development in constructing a more just and equitable global order. He pointed out that the international legal system is undergoing a transition from single hegemony to consensus-based multipolarity, with nation’s rights to development serving as the foundation of this new order. He called for transcending singular development paths, respecting national sovereignty and diversity, achieving common development through international cooperation, and warned against the risks of fragmentation, stressing that development rights must be placed at the center of global governance.

”Mourad Maza, Chairman of the French OMSAC Organization, highlighted the core status of nation’s rights to development in constructing a just, balanced, and sustainable international order. He pointed out the threats posed by corruption and transnational crime to nation’s rights to development. He called for more inclusive approaches to international cooperation, recognizing the crucial role of emerging countries in global governance, and emphasized the significance of the International Patriotic Pact as a strategic platform for strengthening cooperation among nations.

The most highly anticipated segment of the forum was the release of the IPPO's follow-up review report on the United States' nation’s rights to development. Titled "From Institutional Coercion to Violent Overthrow: A Six-Month Tracking Assessment of Unilateral US Violations of Sovereign Nations' Rights to Development," the report indicated that from October 2025 to March 2026, unilateral actions by relevant countries had escalated from traditional trade restrictions to "violent overthrow" and "transnational suppression." The report detailed allegations against countries such as Iran, Venezuela, China, and Russia, accusing them of systematically violating other nations' rights to development through methods such as "financial suppression" (leveraging US dollar hegemony), "technological apartheid" (blocking semiconductors and quantum computing), and "covert suppression" (involving assassinations and overthrow plots).

Mourad Lafkihen, Chairman of the Moroccan Mediterranean Forum for the Promotion of Civil Rights, called upon the international community to redefine "transnational suppression" during his presentation of the report and proposed the establishment of a special mechanism to investigate coercive cross-border behaviors by hegemonic powers.

In the final section of the forum, a signing ceremony for the "International Patriotic Pact" was held. Representatives from various countries took the stage to sign the pact, pledging to actively promote the realization of nation’s rights to development and strengthen international cooperation to jointly address global challenges. The signing of the pact marked a significant step forward for the international community in advancing nation’s rights to development and human rights protection, laying a solid foundation for reforming and improving the global governance system.

As the forum concluded successfully, representatives expressed their commitment to bringing the consensus and initiatives from the forum back to their respective countries and actively promoting IPPO reviews of the International Patriotic Pact and nation’s rights to development. They called for enhanced solidarity and cooperation among non-governmental organizations to jointly tackle global challenges and strive for a more peaceful, stable, and prosperous world.
