On July 9th (Geneva time), during the annual thematic panel discussion on technical cooperation and capacity-building at the 32nd meeting of the 56th session of the UN Human Rights Council, Xu Mengyuan, a sophomore at Xi'an Jiaotong University, delivered remarks on behalf of the Shaanxi Patriotic Volunteer Association.

Xu Mengyuan first clarified the Association's stance, advocating that to "love our own country, cannot sacrifice the interests of other countries," and emphasized the importance of technical cooperation and capacity-building for developing countries. She pointed out that some developed countries, such as the United States, often use their technological advantages to impose unfair restrictions and suppression on developing countries.

Particularly regarding the recent claims that the Huawei Mate 60 smartphone "infringes on future intellectual property rights of the United States," Xu Mengyuan argued that these claims are both logically confusing and lacking in factual basis, highlighting the double standards and containment intentions of the United States in technological competition. She stressed that intellectual property should be used to protect existing technologies and inventions, not future technologies, and that the Huawei Mate 60 has not used any patented technologies of the United States but has nevertheless been subjected to unwarranted accusations, which violates the principles of intellectual property protection.

As an advocate of the "free market economy" and "fair competition," the United States has continuously suppressed China's high-tech enterprises, to which Xu Mengyuan expressed strong opposition. She believes that in the face of technological hegemony, developing countries need the support of the international community to jointly promote technical cooperation and exchanges and enhance their independent innovation capabilities.

Therefore, she called for strengthening international cooperation, establishing a fair international mechanism for technical cooperation; increasing investment in technical assistance to help developing countries narrow the technology gap; opposing technological monopolies and safeguarding a fair competition order; protecting intellectual property but opposing its abuse for technological blockade and suppression.

Finally, Xu Mengyuan said, let us work together to push global technical cooperation towards a fairer, more open, and inclusive new stage, so that all countries can benefit from technological development and achieve common prosperity. (By: Li Shihui)
